The incumbent has the responsibility to prepare plans and proposals of a complex nature involving inner disciplinary issues and coordinating with professional staff.
The incumbent develops, designs, and implements these studies on a wide range of complex community planning issues.
The work involves contact with local public officials and developers concerning proposed projects within the City, along with consultation with constituencies affected by those projects.
Typical Work Activities:
-Aides in preparation of applications for grant funding of community and economic development projects by obtaining and compiling information necessary for grant applications.
-Assists the Director in developing and implementing project goals, objectives, and activities related to Community and Economic Development, and planning programs and funding including the overall direction of the Community Development Office to ensure its efficiency by means of planning, organizing, coordinated, and evaluating objectives, and operations.
-Monitors grant activities to assure compliance with various state and federal agencies and reports to the Director.
-Maintains records relating to grants, budget execution, progress reports, and other requirements to close out grant paperwork.
-Develops, designs, and implements studies on a wide range of city planning initiatives.
-Represents the City before local boards, agencies, and citizen groups for the purpose of making presentations on specific programs, issues, and/or activities.
-Consults with representatives of management, chambers of commerce, economic development program committees, state and regional agencies, and civic groups and bout planning programs.
-Develops and maintains effective working relationships with business, industries, regulatory agencies, public officials, and groups about the advantages of continuing planning and economic activities within the city.
-Identifies potential planning and development projects.
-Participates in GIS and planning studies and prepares reports including statistical analyses, maps, graphs, tables, etc.
for oral and/or written presentation.
Full Performance Knowledge, Skills, Abilities and Personal Characteristics:
Good knowledge of the principles and practices used in community and economic development programs; working knowledge of geographic, social and economic structure of the city; working knowledge of grant application methods and procedures; ability to prepare detailed reports and complete complex forms and applications; ability to establish and maintain cooperative working relationships with others; ability to conduct research and gather and analyze data; ability to read and understand complex material; ability to communicate effectively both orally and in writing; resourcefulness; initiative; physical condition commensurate with the demands of the position.
Minimum
Qualifications:
(A) Graduation from a regionally accredited or New York State registered college or university with a bachelor's degree in business or public administration, economics, planning, political science or a related field; or (B) Graduation from a regionally accredited or New York State registered college or university with an associate degree in business or public administration, economics, planning, political science or a related field and two years of experience in implementing community or economic development or planning, programs or in grants writing.
